Andrea Luquetta ‌

Andrea Luquetta

Senior Policy Counsel

Andrea Luquetta is a senior policy counsel working on state policy based in Oakland, CA. She is a long-time advocate for economic justice policy and programs, community organizer, and former litigator.

Prior to joining the Center for Responsible Lending, Andrea helped build California's HOPE Accounts program, which invests state funds for long term foster youth and children who have lost a parent to COVID. She also facilitated California's Guaranteed Income Community of Practice and was a key national leader in ending payday-like products offered by federally regulated banks. As a litigator, Andrea helped to improve rent-setting practices for public housing residents and ensured that local public funds earmarked for building and protecting access to affordable housing were appropriately used. 

Andrea received her JD from UCLA School of Law. Now a U.S. citizen, Andrea and her family were previously undocumented immigrants from Colombia who were granted legal residency through the Immigration Reform and Control Act (IRCA) of 1986.
