Virginia Tax Department to Offer Debit Cards for 2012 Tax Returns

Starting in 2013, Virginia taxpayers who have been receiving their income-tax refunds on paper checks must choose either direct deposit or prepaid debit card. The Virginia Department of Taxation's website states that paper check refunds will not be issued in 2013. The 2012-2014 Appropriations Act says that state income-tax refunds can only be issued by direct deposit or on a prepaid debit card, starting with returns from tax year 2012, as part of a cost-savings initiative. This is the first time that the prepaid debit card has been offered as an option for Virginia. The cards will be a non-reloadable MasterCard debit card, activated when cardholders use Xerox's Go Program to verify their identity and create a four-digit Personal Identification Number. After activating the card, state residents can then see the balance (the amount of the refund), and funds will be available immediately. Joint filers will receive two cards, one issued in each name, with equal access to the tax refund amount. The cards may include fees for certain transactions, such as cash withdrawals from ATMs.
